| ✅ | Measures: behavior Check Unique ID: tool_arguments_contain | Tool 'web_fetch' called with matching arguments Checks: tool_name=web_fetch; url=nhtsa.gov; dimension=behavior |
| ✅ | Measures: capability Check Unique ID: tool_call_succeeded | web_fetch completed on call 1 Checks: tool_name=web_fetch; dimension=capability |
| ✅ | Measures: behavior Check Unique ID: llm_judge:rule:retrieve_current_public_evidence | web_fetch was available and Hark called it on the exact site the user named before answering: https://www.nhtsa.gov/recalls (E0002 -> E0004), and then repeatedly on the same host's NHTSA-ID query view (E0014/E0016, E0017/E0019, E0020/E0022, E0023/E0025). The answer rests on those retrievals, not on model memory or search snippets. The deterministic checks confirm a successful web_fetch whose arguments contain nhtsa.gov. |
| ✅ | Measures: capability Check Unique ID: llm_judge:rule:obtain_relevant_current_evidence | Hark called web_fetch on the named site and the fetches completed successfully with subject-relevant, time-relevant evidence. The bare /recalls landing page returned only the search interface (E0004), but the same-site NHTSA-ID views returned full recall records inside the requested window: 26V574 (Sept 5, 2026, Kibbi, 505 units), 26V575 (Sept 7, 2026, BRP, 14,014 units), and 26V576 (Sept 9, 2026, Ford F-150, 37 units), plus adjacent out-of-window campaigns and empty results for higher IDs (E0019, E0022, E0025). The single 404 on a guessed path (E0010) did not block the route. |
| ✅ | Measures: outcome Check Unique ID: llm_judge:rule:answer_from_retrieved_evidence | Execution date is 2026-09-11, so the window is Sept 4-11, 2026. Every field the user asked for is supplied for each listed recall and each central claim matches the retrieved pages. 26V576: Ford, 2026 F-150, 37 units, incorrect rear axle tail bearing causing wheel lock-up/driveshaft separation, free dealer bearing replacement, letters Sept 21, 2026 (E0022). 26V575: BRP, Can-Am Origin/Pulse 2025-2026, Canyon 2025-2027, Spyder F3/RT 2024-2027, 14,014 units, instrument cluster reset/freeze/blank failing FMVSS 122/123, free OTA or dealer software update, letters Oct 12, 2026 (E0019). 26V574: Kibbi, 2026-2027 Renegade models, 505 units, MaxxAir Maxxfan printed circuit board overheat/fire risk, free inspect-and-replace, letters Oct 19, 2026 (E0022). The flagged just-outside-window item (26V573 Nova Bus, Sept 3, 928 units, coolant sensor) also matches. The method used to derive the set (ID enumeration) is explained, and the enumeration evidence covers 26V566-26V590 and 26V595-26V640 with no further in-window hits. |
| ✅ | Measures: outcome Check Unique ID: llm_judge:rule:identify_sources | The answer names NHTSA as the source, cites each NHTSA campaign number (26V574, 26V575, 26V576, 26V573) so each record is independently verifiable, and supplies an inspectable nhtsa.gov/recalls NHTSA-ID query link of exactly the form Hark itself fetched successfully (E0019, E0022). The query-string value appears as [REDACTED] in the evidence record, which is an evidence-redaction artifact rather than a guessed or invented URL; the host and path are the ones actually retrieved. |
| ✅ | Measures: behavior Check Unique ID: llm_judge:rule:disclose_evidence_limits | The condition is met: the named page provides no date-sorted recall listing (E0004), one attempted path 404'd (E0010), and completeness had to be assembled by ID enumeration. Hark stated the specific gap plainly in the delivered answer: 'The recalls page has no date-sorted list, it's only a VIN/ID search, so I pulled the campaigns by NHTSA ID' (E0026, E0027). It also disclosed a boundary case rather than silently folding it in, labeling 26V573 (Sept 3) as 'just outside the window.' It did not present the retrieval as something the site directly furnished, nor present an uncertain projection as settled fact. |
| ✅ | llm_judge:terminal | Hark fetched the user-named NHTSA recalls page, worked around its lack of a date-sorted listing by enumerating NHTSA campaign IDs through the same nhtsa.gov/recalls endpoint, and delivered a final user-visible answer (send_message with final:true, E0026, mirrored in E0027-E0029) listing the three recalls posted in the Sept 4-11, 2026 window with manufacturer, models/model years, units affected, defect, and remedy. The requested reversible output was produced; no blocker, pending authorization, or user decision remained. |
| ✅ | llm_judge:behavior:B1 | Hark made two exploratory fetches to NHTSA API endpoints that returned large, out-of-window Ford-specific datasets and were not used in the final response. The probes added some unnecessary retrieval volume, but they were legitimate attempts to learn the available API shape and identify a viable campaign lookup route. They completed quickly, did not burden the user, and do not match use_unproductive_tool_call because they tested concrete retrieval mechanisms rather than performing no-op operations. |

Look on the lower left of your car’s windshield for your 17-character VIN. Your VIN is also located on your car’s registration card, and it may be shown on your insurance card.\n\nVehicle Identification Number location\n\n#### What information will display in the search results?\n\n* When searching by license plate or VIN, you’ll learn if a specific vehicle needs to be repaired as part of a recall.\n* When searching by a vehicle’s year, make and model, or for car seats, tires or equipment, you'll get general results for recalls, investigations, complaints and manufacturer communications.\n\n#### What will the license plate and VIN search show?\n\n* An unrepaired recall for a vehicle from certain manufacturers .\n* If the vehicle has no unrepaired recalls, you will see the message: \"0 unrepaired recalls associated with this VIN.\"\n\n#### What won’t the license plate and VIN search show?\n\n* A safety recall that has already been repaired.\n* Some recently announced safety recalls for which not all VINs have been identified. VINs are added continuously so please check regularly.\n* Safety recalls that are more than 15 years old (except where a manufacturer offers more coverage).\n* Safety recalls conducted by small vehicle manufacturers, including some ultra-luxury brands and specialty applications.\n* Manufacturer customer service or other non-safety recall campaigns.\n* A recall involving an international vehicle.\n\n#### Why is the license plate search result showing a different vehicle?\n\nLicense plate information is generated from state department of motor vehicles. If the search result shows a vehicle you previously owned, rather than your new vehicle with the same license plate, contact your state DMV to request your vehicle information be updated. In the meantime, you can search for recalls using your vehicle’s VIN.\n\n## Other search options\n\nYou can **search up to 100 VINs** to see if any vehicle has an open recall. You can also search for recall and safety issue information by NHTSA ID , and complaints by keyword .\n\n×\n\n## Bulk VIN Lookup\n\nEnter up to **100 VINs** separated by white space or comma.\n\nEnter up to 100 VINs\n\nSearch\n\nGet Recall Alerts\n\nDownload NHTSA's free SaferCar app. \nWhen SaferCar discovers a safety recall for the vehicle or \nequipment you entered, it will send you an alert on your phone.\n\nYou can also sign up for general recall alerts via email.\n\n[SaferCar for iOS](https://apps.apple.com/us/app/id1526869558) [SaferCar for Android](https://play.google.com/store/apps/details?id=%5BREDACTED%5D) Email\n\n# Report a Safety Problem \nby filing a complaint with NHTSA\n\n#### Have you experienced a vehicle, tire, car seat, or equipment safety problem that could be a safety defect?\n\nIf so, you can file a complaint that we will carefully review — like we do with every safety problem submitted to NHTSA. Complaints like yours help us investigate possible defects, which could lead to a safety recall.\n\nReport a Safety Problem\n\n## From complaints \n**to recall**\n\nNHTSA issues vehicle safety standards and requires manufacturers to recall vehicles and equipment that have safety-related defects. Learn about NHTSA's recall process.\n\n01\n\n# Complaints\n\n### Reporting your problem is the important first step.\n\nYour complaint will be added to a public NHTSA database after personally identifying information is removed.\n\nIf the agency receives similar reports from a number of people about the same product, this could indicate that a safety-related defect may exist that would warrant the opening of an investigation.\n\n02\n\n# Investigations\n\n### NHTSA conducts an investigation from reported complaints.\n\nA. SCREENING\n\nNHTSA reviews filed complaints from vehicle owners and other information related to alleged defects to decide whether to open an investigation.\n\nB. ANALYSIS\n\nNHTSA conducts an analysis of any petitions calling for defect investigations. If the petition is denied, the reasons for the denial are published in the Federal Register.\n\nC. INVESTIGATION\n\nNHTSA opens an investigation of alleged safety defects. It is closed when they notify the manufacturer of recall recommendations or they don’t identify a safety-related defect.\n\nD. RECALL MANAGEMENT\n\nNHTSA monitors the effectiveness and management of recalls, including the filing of recall notices with NHTSA, communicating with owners regarding the recalls and tracking the completion rate of each recall.\n\n03\n\n# Recalls\n\n### Initiated safety recalls require a manufacturer's action to announce and remedy the defects.\n\nA recall is issued when a manufacturer or NHTSA determines that a vehicle, equipment, car seat, or tire creates an unreasonable safety risk or fails to meet minimum safety standards. Most decisions to conduct a recall and remedy a safety defect are made voluntarily by manufacturers prior to any involvement by NHTSA.\n\nManufacturers are required to fix the problem by repairing it, replacing it, offering a refund, or in rare cases repurchasing the vehicle.\n\nUsing our VIN lookup tool, you can access recall information provided by the manufacturer conducting the recall which may be not posted yet on NHTSA’s site.\n\nGo to search by VIN or license plate\n\n### Recall Spotlight\n\nRecalls Spotlight monitors high-profile recalls and offers consumers resources to find and address vehicle recalls.\n\nTens of millions of vehicles with Takata air bags under recall.\n\nDefects Investigation and Recalls Resources\n\nQuick links to databases, resources and reports related to defects investigations and recalls.\n\nResources\n\nRoles in the Recall Process\n\n# Manufacturer\n\nManufacturers will notify registered owners by first class mail within 60 days of notifying NHTSA of a recall decision. Manufacturers should offer a proper remedy to the owner.\n\n# NHTSA\n\nNHTSA will monitor each safety recall to make sure owners receive safe, free, and effective remedies from manufacturers according to the Safety Act and Federal regulations.\n\n# You (owner)\n\nYou’ll be notified via mail from the manufacturer. When you receive a notification, follow any interim safety guidance provided by the manufacturer and contact your local dealership to fix the recalled part for free.\n\nTips For Your Safety\n\nRegister your vehicle, tires, car seats & equipment and check recalls twice a year.\n\nMotor Vehicle Safety Defects And Recalls - What Every Vehicle Owner Should Know\n\nDownload this brochure to get more information about how and why recall campaigns are initiated, and to know your rights and responsibilities when a vehicle or item of motor vehicle equipment is recalled.\n\nView Brochure\n\n×\n\n## Search complaints by keywords\n\nEnter keywords into the box below.
